For over 10 years HDR Labs was the most popular source of free non-commercial HDR images on the internet, with the largest variety of lighting environments. This is not changing. What's new is that these HDRIs can also be licensed for commercial work.
I still believe students and tinkerers should have uninhibited access, and I just love it when you use my HDRIs for pitches and non-profit projects. Fair Trade simply means, there is one governing rule: When you get paid for commercial work using them, you should purchase a commercial license. I've made it extremely affordable and easy, there's no excuse not to go legit.
All my HDRIs are shot, stitched, and cleaned up to the highest quality standards. I spend a great deal on mastering every asset individually by hand, to make sure the colors look brilliant, the stitch is seamless and levelled, there are neither ghosts nor tripods.
Fair Trade is an honor system. It means there is always a license that fits you, and even the free download contains the background JPG in full resolution (up to 16K) and lighting HDRI up to 4K. Indie and Pro licenses include commercial usage rights, plus the HDRI in higher resolutions.
